RE: 15% tariff on EU products, 0% tariff on US products?! And EU has to invest billions in the US. Good or bad deal?

Common sense tells me that the deal is mostly good for the US. I think it will be perceived globally as bending the knee to Trump from the EU, as you've pointed out. It doesn't seem fair at all spending all these funds into the US when there are alternatives, presumably better elsewhere within the EU or rest of the world.
