If you have a little bit of sand available, a teeny bit (a half-teaspoon or so) would help the cone stay upright. I have a large jar of sand from my last visit to the beach a little over 20 years ago, and I use it sparingly for things like this all the time. Your burner is a cute decoration for this time of year! 🙂
