They're made by a company called Prospector's Gold and Gems in Colorado
They're well-known for their 1/10oz gold rounds that feature this same prospector on it. They're also well-known for their poured silver and gold bars and everything they make commands a premium even over other poured bars from other mints and refiners.
This design is something they don't sell to the public at all, so to see one, much less have one is incredibly rare and worth a nice size premium.
