Yes, we from the Vienna community (driven by @schmidi) are also working on a draft post to make some suggestions for improvement (although nothing new, all is on the table but ignored).
Root cause of the problems: Hive is not that democratic&decentralized as it adverts itself, in fact the opposite. Without the buyin of the top5 accounts nothing will change. And blocktrades by approving the most shittiest proposals has clearly no willingness to make proposals more restrictive.
