Mensaje diario de 5 minutos. Superando el maltrato político en las comunidades. ESP/EN.

Pront: No más abuso.

Una de las situaciones más incómodas que se ha podido presentar para mucha gente en Venezuela, es la colocación, organización y puesta en funcionamiento, de ciertos servicios prioritarios, en manos de los Consejos Comunales.

Si es cierto, que la idea en papel es buena, ya que haría responsable a la propia comunidad de poner en marcha la organización y las respuestas a sus necesidades, también es cierto, que en algunas comunidades, en el proceso práctico, sea convertido en un proceso de exclusión y maltrato, quedando lejos de la visión incluyente y unificadora que plantea la ley, para estos entes organizativos comunitarios.

En el párrafo anterior, se habla de un problema en ciertas comunidades, ya que hay otras, donde el sistema funciona.

Y en estas comunidades, donde la experiencia ha sido positiva, se puede ver un claro nivel de organización y de participación de la gente, que es lo que no ha permitido, la imposición y el mal manejo de pequeños grupos en estos entes comunitarios.

Por otro lado, hay comunidades, como aquella en la que yo vivo, donde la mayoría de las personas no están organizadas, y donde hay diferencias políticas muy fuertes y marcadas, entre las personas que apoyan el gobierno y aquellas que son de la oposición.

Y al existir esta situación, los procesos organizativos se hacen muy difíciles, y más, cuando las personas que apoyan al gobierno, secuestran los posibles espacios de participación comunitaria, excluyendo a familias enteras, de los servicios comunitarios y de los apoyos sociales.

En mi edificio, se presentó un problema grave, ya que la supuesta líder comunitaria del gobierno, comenzó a utilizar, los procesos de beneficios alimenticios, de servicio de gas y otros apoyos, como arma política. Trataban de obligar a la gente, a participar en marchas, movilizaciones y actos de apoyo al gobierno, para que las personas recibieran los beneficios que daba el gobierno.

El último gran problema fue que esta señora, le quito el beneficio alimenticio, a un señor que tenía cáncer terminal, debido a que su esposa, era miembro de la oposición. Al ver esta situación, algunos de los vecinos, decidimos tomar medidas, para evitar que hubiera más maltratos y abusos por parte de esta señora y su equipo.

Y terminamos denunciando a la señora, y las prácticas que ella realizaba. Finalmente, los representantes del partido de gobierno, vinieron a la comunidad, y la señora, lo primero que tuvo que darle la bolsa de comida a todos los apartamentos del edificio y terminar sus ataques personales a ciertos vecinos.

Lo segundo, fue ir a unas verdaderas elecciones comunitarias, la diferencia de estas elecciones a las anteriores, fue que cuando la comunidad se enteró, que la elección era para sacar a esta señora, toda la comunidad se movilizó completa, y la señora perdió las elecciones por un 70%,lo que demostraba el rechazo de la comunidad, a la representante comunitaria del gobierno.

Pero, lo único que realmente se logró con esa elección y con todo ese proceso, fue el asegurarse de que no hubiese más abuso, en contra de las personas por parte la supuesta líder del PSUV y, se demostró el enorme rechazo que había hacia ella y su equipo en la comunidad.

One of the most uncomfortable situations that has occurred for many people in Venezuela is the placement, organization and implementation of certain priority services in the hands of Communal Councils.

If it is true that the idea on paper is a good one, since it would make the community itself responsible for setting up the organization and the answers to its needs, it is also true that in some communities, in the practical process, it is turned into a process of exclusion and mistreatment, remaining far from the inclusive and unifying vision that the law proposes, for these community organizational entities.

In the previous paragraph, we talk about a problem in certain communities, as there are others, where the system works.

And in these communities, where the experience has been positive, you can see a clear level of organization and participation of people, which is what has not allowed, the imposition and mismanagement of small groups in these community entities.

On the other hand, there are communities, like the one I live in, where most people are not organized, and where there are very strong and marked political differences between people who support the government and those who are from the opposition.

And when this situation exists, organizational processes become very difficult, and even more so when people who support the government hijack possible spaces for community participation, excluding entire families from community services and social supports.

In my building, a serious problem arose, since the supposed community leader of the government, began to use, the processes of food benefits, gas service and other supports, as a political weapon. They were trying to force people to participate in marches, mobilizations and acts of support for the government, so that people would receive the benefits that the government gave.

The last big problem was that this lady, I took away the food benefit, from a man who had terminal cancer, because his wife, was a member of the opposition. When some of the neighbors saw this situation, we decided to take measures to prevent more mistreatment and abuse by this lady and her team.

And we ended up denouncing the lady, and the practices that she carried out. Finally, the representatives of the governing party, came to the community, and the lady, the first thing she had to give the bag of food to all the apartments in the building and finish her personal attacks on certain neighbors.

The second thing, was to go to a real community elections, the difference of these elections to the previous ones, was that when the community found out, that the election was to remove this lady, the whole community mobilized completely, and the lady lost the elections by 70%, which demonstrated the rejection of the community, to the community representative of the government.

But, the only thing that was really achieved with that election and with that whole process, was to make sure that there was no more abuse, against people by the supposed leader of the PSUV and, it was demonstrated the enormous rejection that there was towards her and her team in the community.
