There's no doubt that the Midnight potions are better used on the more expensive packs Alchemy and Legendary). That's because you use 1 per card, but the value you get out of them is much higher in those 2 compared to regular packs. The same is true for the other types of potions, but those are available in surplus to almost everyone. So, unless they are easy enough to produce, they far exceed the amount needed for those 2 types of packs, I don't think they will be cheap enough to be worth it for regular packs.

I tend to believe they won't be cheap enough to be used for standard packs either. But we still have the unknown of the number of resources and PP needed to produce them on Aura Labs. Plus how much the permits will cost. Depending on those numbers, they may be more scarce or easier to produce, and therefore we might see many of them on the market. I doubt the numbers will allow land owners to flood the market with these potions. And if they won't be abundant, they will likely be quite expensive too.
