He's talking about eliminating morality in fighting, eliminating psych evaluations, eliminating the rules of engagement, maximizing aggression and not worrying about repercussions. Literally sounds like they want mindless drones that will do whatever the regime asks of them without question or fear of consequences. Also sounds like they are gearing up to commit some war crimes and attack civilians, including their own who do not agree with them.
