We have a similar law here in Canada. Abuse of currency can be grounds of defacing or vandalizing of Federal government property with fines and jail time.
I happen to have a few un-circulated old obsolete Indonesian banknotes in my collection.

lol, those are collector goods right now. People are selling those bank notes for 200x of the nominal value
