This was a tough one. But Now I see it..

Kf2 (Kg4 is immediate loss, because Rh4#)

Kf1 (Kg1 is also an option but it will be met with the same fate as Kf1)

and wherever the King is going. The rook is going to deliver the Mate. Can this be considered as Arabian Mate?

The mate in h2 if the King goes Kh1 is Arabian mate. If the mate is in f1 it's Vukovic mate.
