Law doesn't focus on morality
Ethics and morality are both closely related concepts. Sometimes people get confused, but it's not the truth. There are differences between two concepts. Ethics related to a complete system or guideline where morality is related to personal beliefs. Let me explain a little more about it.
I think ethics comes from the morality at the beginning, and later it is ensured to be applicable for all before it becomes ethics. Whatever, I will discuss it on another day. Coming back to the straight point about ethics and morality.
In a company, there are a lot of people who work under the manager or boss. To avoid jealousy and unexpected situations, it's necessary to maintain equality. The boss or the manager needs to treat every employee fairly, and this is called ethics. Ethics is such a system, which tries to ensure that the system treats everyone equally and fairly without considering position or power. On the other hand, morality has to do with one's personal belief. It has nothing to do with right or wrong, and it doesn't concern social acceptance. Suppose I see a man who is seeking financial help from everyone because he lost his money. He is just a stranger, and for the sake of humanity, I may choose to help him while he is moral. I may do it thinking that it's my responsibility to help that person as a human. I can refuse to help him, and I have the right, but I choose to help him because of my belief. So do you think it's good to consider ethics and morality while making a law?
Before answering the question, I think it necessary to know what laws are made for. I think it's no to all that laws are made to maintain fairness and equality in humans because there are many humans who love to trouble others or someone else hampered by their actions. We need a way to restrict them, and that's why I set a standard or principle for everyone, and violating those is considered a crime. According to their crimes, they will get punished by law. From that perspective, law can create fear in the mind of a human, and because of the fear, most people don't dare to violate any law. I am quite confident that people may show their true nature, meaning their ugly side, if there are no laws.
In the case of ethics, I think it's naturally included in law and it's considered for each law, but when it comes to morality, I don't think it's considered while making law. It's necessary to maintain equality and fairness in law, and in that case, personal belief as well as morality can make a law controversial. So I also think that morality should not be considered while making a law because I don't think that kind of law will get acceptance from everyone, as people have the right to think about it in different ways. But we have to keep in mind that justice should be established, and sometimes morality can be considered to establish justice.

These topics are very deep and very connected, Law cannot really stand without Morals and Ethics, this is why sometimes some rules can be fair to people while others might look like infringement of right
Indeed the basement of ethics come from morales at the beginning and later it becomes law but all the time it's hard to consider morales because it can bring controversy.
