An Unpleasant Scene

Hello everyone!
It's my first time posting here. I was looking for a perfect place to share an unpleasant scene I witnessed today and I found this community, the right place.

On my way back from work, there was a long traffic that lasted for a couple minutes. I didn't give it much thought as this particular road is known for its traffic, it's a road called mechanic village.
After some time, I saw some men carrying a man from the opposite lane to the traffic lane. From hear-say, he was hit by a hit-and-run driver as he was crossing the road. That wasn't my problem.
Although I didn't get a perfect view of him, just a glimpse. He was covered with stains of his own blood. I didn't notice any profuse bleed, but he was weak and seemed to groan in excruciating pains.
He was carried from the opposite lane to the traffic lane and kept on the pedestrian path and people were gathered around him not even leaving room for ventilation.

My issue was, why wasn't he rushed to the hospital immediately? Lying there with no medical aid could worsen his condition, reduce his chances of survival and increase risk of damage to his organs if any were affected.
What if he had an underlying health condition that was triggered by the accident thereby reducing his survival chances ?

I just couldn't fathom how everyone's reflex in that gathering couldn't click towards rushing him to the hospital or couldn't it be he asked not to be taken there?
But who in such state wouldn't need help?
I was pained and felt sorry for him, I genuinely hope he is fine and no severe casualty. As for the people that kept him to lie on a pedestrian walk way, I don't know what their reason was but I didn't sit well with me.
