I believe this differs to country and current circumstances. For example, here in my country, the security situation is way too bad to allow your kids go outside. In fact. Many parent have withdrawn their children from boarding school due to the high rates of kidnappings from terrorists. Not a lot of kids here have phones but they are entertained with TV because of the dire situation of the country. You won’t want your child running around when the street is no longer safe.

The 90’s were safer. Even here, as my mom has told us tales. But that’s the past. And there are countries that have it worse.
