This is the first time since I've been at Hive that the haircut rule has been applied, so I don't know if that could further discourage users, we'll see...
About how I use my HP, most of my votes are manual. I've always liked doing it that way since I started on Hive. And I also like to vote on the comments on my posts. I agree with you and I think we shouldn't delegate more than 10-20% of our HP, but unfortunately, I don't think most users feel that way.

It will be interesting to follow comments on this post and see how people use their HP... But, it's easy to spot the pattern...
