You're right that the ELIXIR project is small right now in gathering HP, but the goal is to curate the Mildly Infuriating community and shortform content. Most of the votes aren't going to people already getting large votes. The goal is to encourage those who are overlooked on Hive and encourage people to keep creating.

lol, you need to buy some HP first. Then more people might join in too. Else it is hard to attract others as the HP delegation market is very fierce right now
