China Calls for Global AI Governance Body at APEC 2025 Summit

In his speech Xi emphasized that AI has become one of the main drivers of the global economy and regulating it is no longer optional but a critical necessity to protect humanity from the ethical and security risks associated with its misuse He stated that China believes in the importance of creating a fair and inclusive international framework that allows all countries to participate in setting standards and rules — not just the major technological powers.

The Chinese president noted that Beijing is ready to contribute its expertise to the development of transparent and secure algorithms and to support open research collaboration between academic institutions and tech companies He also called for information sharing on technological risks and collective action to combat harmful uses such as deepfakes and media manipulation.

This proposal comes amid the ongoing AI rivalry between China and the United States as Washington is also pushing its own “AI Safety Charter” to set global ethical and technical standards Analysts view Beijing’s initiative as a strategic counterbalance to U.S. influence in the global AI governance arena.

The proposal received support from several Asian and African nations which see it as an opportunity to achieve a fairer balance in technological decision-making However some Western countries expressed reservations, arguing that such regulation should be managed through the United Nations or existing multilateral organizations.
